Energy Auditing Tenders

The tender is for conducting energy performance audits and issuing EPC certificates for South Cape TVET College sites. The project timeline starts in September 2025 with completion of audits in November 2025 and submission of EPCs in December 2025. The service provider must be a SANAS-accredited inspection body or partner with one, with experience in energy auditing and EPC issuance. Payment terms require invoices and supporting documents to be submitted by the 1st business day of the month for payment by the end of the same month, or the following month. Delivery will commence when required by the client.

The tender is for meter reading services in the Cape Coastal Cluster, over a 36-month period. The service includes meter reading, auditing, and data collection activities in urban, rural, and deep rural areas. Eskom will provide specific details of sub-areas and premises in annexures. The contractor must have a minimum of 1 meter reader per **** premises. Staff must have access to email/fax, a cell phone, and equipment for high-quality photos. Eskom will provide handheld data capture devices (HHUs) for data collection. Photos of each meter read must be provided to Eskom within 2 days of uploading the data. The contractor must have mitigation plans to limit no access situations. Reasons for no access must be reported on the HHU. Eskom will audit the remarks for validity. Access to rural customer premises will follow Eskom procedures. Meter boxes and cubicles must be locked at all times. The contractor must attend contract performance meetings monthly. Vehicles must be marked with an Eskom logo. The contractor must complete training courses (meter readers, meter auditors, data capturers, wireman's license, first aid, etc. ) at their own cost. A comprehensive program, including milestones and critical dates, must be submitted within 7 days of the introductory meeting and updated as needed. The program must be in the form of an approved Gantt chart. The contractor must provide an organization chart and CVs of key personnel. The contractor is responsible for loss or damage of HHUs. Eskom will conduct ad-hoc audits. Changes to the business plan without prior approval are a breach of contract. Eskom will pay a minimum **** incentive bonus for accurate and timely completion of reading routes. Eskom may reward the contractor for locating installations of customers consuming energy but not on the billing system. There are penalties for incomplete or inaccurate readings, late submissions, and non-compliance with Eskom specifications. The contractor must comply with Eskom's safety specifications and environmental requirements. The contract is subject to the NEC3 Term Service Short Contract (April ****) and additional conditions (Z1 to Z11). The contractor must provide a tax invoice in accordance with Eskom's procedures.
