The Msunduzi Municipality is inviting tenders for the supply, delivery, and maintenance of push-type road marking spray painting machines. Tender documents are available from April 2, 2026, with a non-refundable fee of R796. 70. The submission deadline is May 6, 2026, at 12:00 PM. Tenders must include an original priced document and a digital copy on CD/USB. A mandatory site inspection or tender briefing meeting is not mentioned. The contract period is three years from the date of award, with machines to be delivered within four months of an official order. The evaluation will be based on an 80/20 preference point system. The bid notice states that machines must be delivered within four months commencing from the date of receipt of an official order note as issued by the Msunduzi Municipality.
Payment will be made by the Chief Financial Officer (CFO) within thirty (30) days on receipt of a certificate of payment issued by the Engineer and will be made by means of a cheque drawn upon the Council's bankers in Pietermaritzburg. No cash payments shall be made.
The bid notice states that the warranty shall remain valid for a period of thirty-six (36) months. The warranty period shall commence once the machines have been delivered and accepted to the satisfaction of the Engineer. Any machine offered where the warranty is less than thirty-six (36) months shall not be accepted.
This bid will be evaluated on the 80/20 preference point system, where 80 points will be allocated for price and 20 points for specific goals as stated herein.
Tenderers are required to submit with the tender colour copies of detailed specifications and pictures of the proposed types of road marking machines, by means of pamphlets or booklets, which shall be used for adjudication purposes.
Upon any delay beyond the delivery period, the municipality shall, without cancelling the contract, be entitled to purchase goods of a similar quality and up to the same quantity in substitution of the goods not supplied in conformity with the contract and to return any goods delivered later at the supplier's expense and risk, or to cancel the contract and purchase such goods as may be required and without prejudice to his other rights, be entitled to claim damages from the supplier.
All samples shall be supplied by the supplier at his/her own cost. All samples approved by the Engineer will be retained by him as standards for the duration of the contract.
Any tenderer aggrieved by decisions or actions taken by the municipality may lodge within fourteen (14) calendar days of the date of the decision or action, a written objection or complaint to the Municipal Manager: Head: Supply Chain Management.
