This tender is a Request for Proposal (RFP) for an operator to invest, design, develop, operate, and manage a 24-bed tented bush camp lodge at S8 Dam in Manyeleti Nature Reserve. The successful bidder will be responsible for the establishment of low volume leg stretching areas, construction of ablution facilities, communal gas braai picnic areas, conducting game drives, establishing the tented camp, and conducting guided hiking and overnight hiking. Bidders must demonstrate financial strength with an asset value of at least R5,000,000 and have a minimum of 5 years of experience in operating similar activities and 2 years in the tourism industry. Bids must be submitted in English in three envelopes by the closing date of 06 May 2026 at 11:00 AM. The evaluation will be based on functionality (70%) and price/preference points (30%). A mandatory site visit is available for further due diligence between 09 March and 30 April 2026. Bidders are responsible for all costs related to their bid.
The bid must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. Bids must be submitted to Mpumalanga Tourism and Parks Agency, N4 National Road, Halls Gateway, Mbombela ****, for the attention of the Senior Manager Supply Management, Office of the CFO, N4 National Road, Halls Gateway, Mataffin Nelspruit on the 12th of March 2026 before 11h00 am.
The bidder that receives the highest overall score will be appointed the preferred bidder. The functionality of a bid is scored out of 100 points, and a bidder must score 70 or more for functionality or the bid will be disqualified. Price is evaluated with 80 points and preference points with 20 points.
Bidders are required to meet the following qualification criteria: financial capacity with an asset value of at least R5,000,000, hospitality and tourism experience with a minimum of 5 years in operating similar activities and 2 years in the tourism industry, exceptional knowledge and expertise pertaining to safety and emergency standards, and a safety plan, risk plan, and SHEQ plan.
