All bidders that scores 80 points and above shall be evaluated in terms of preference claim points of the preferential procurement regulation 2022.

Tenderers must submit: proof of CIDB contractor grading level, certified copy of Workmen's Compensation certificate, proof of company registration for VAT, certified copy of entity registration with CIPIC, valid tax clearance certificate pin, authority to signatory, certified identity document, statement of municipal rates and taxes not in arrears for more than 90 days, original letter from traditional authority or lease agreement or affidavit, audited or reviewed annual financial statements for last three 03 years, and a certificate from an accredited accountant.

Deviation from submitting updated CSD report or audited/reviewed annual financial statements will lead to disqualification. Copy of certified copy will be deemed noncompliance and will therefore lead to disqualification. Bidders scoring less than 80 points in functionality will be disqualified.

The bid response documents must be deposited into the tender box at the Supply Chain Management Office, Margate, by no later than 12:00 PM on 24 March 2026.

Service providers must be registered on the Central Supplier Database (CSD) and provide proof of registration. A valid tax clearance certificate from SARS is also mandatory. The bid is subject to the Preferential Procurement Regulations, 2022, with specific goals for points claimed related to EME/QSE ownership by black people and enterprise location.

The General Conditions of Contract (GCC) state that if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser may deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The purchaser may also consider termination of the contract.
