The closing date for bid offers and proposals is 17 April 2026 at 11:00. No late proposals will be accepted after the closing time.

The evaluation criteria include compliance to the terms of reference, minimum technical requirements (heritage restoration experience and company experience), and the 80/20 preference point system.

Bidders must be suitably qualified, experienced, and professionally registered structural engineers with a minimum of five years of experience. They must also demonstrate experience in the restoration of heritage structures, having successfully completed not less than two heritage restoration projects.

The notice does not mention the submission of samples.

Disputes that may arise between SAHRA and a service provider must be settled by means of mutual consultation, mediation with or without legal representation or, when unsuccessful, in a South African court of law.

The estimated cost of the work is budgeted at R1,000,**** (one million rand).

The closing time for receipt of tenders is 11:00 AM on Tuesday, 07 April 2026.

The employer shall pay the contractor within thirty 30 calendar days from the date of receiving the payment certificate, invoice and all other substantiating documentation for items certified in the payment certificate.

The defects liability period for the works shall commence on the calendar day following the date of works completion and end at midnight 00:00 ninety 90 calendar days from the date of works completion or when work on the list for completion has been satisfactorily attended to, whichever is the later. An extended defects liability period of three hundred and sixtyfive 365 calendar days is applicable in respect of all works.

This bid will be evaluated in three stages: Stage one: Compliance with mandatory returnable requirements and special bid conditions. Stage two: Functionality: Technical capability, resources, led local economic development (minimum score of 70/100). Stage three: Price and specific targeted goals in terms of the preferential procurement regulations of 2022 (80/20 system).

Contractors who have a contractor grading designation equal to or higher than a CIDB 2GB or higher class of construction work are eligible to submit tenders. Tenderers must be registered on the National Treasury Central Supplier Database (CSD) and be in good standing with SARS. Bidders must submit a CIDB grading certificate or CR S number and a valid Department of Labour COIDA or FEM letter of good standing.

Penalties will be applied if the items on the completion list have not been attended to within a period of ninety 90 calendar days. Where the contractor fails to bring the works, or a section thereof, to practical or final completion by the applicable completion date, the contractor shall be liable to the employer for the penalty.

There will be a compulsory briefing meeting on Friday, 27 March 2026, at 11:00 AM, at the existing laundry building, Dora Ngxinza Hospital.

The dispute resolution mechanism will be done through the SCM department and thereafter the adjudication route.

The completion period is 15 calendar days from commencement date as stated in the bid notice.

The department undertakes to pay the service provider within 30 days from the date of receipt of the correct invoice as stated in the bid notice.

The defects liability period is 3 months from date of practical completion as stated in the bid notice.

Bids will be evaluated in terms of the revised preferential procurement regulations of 2022 where the **** preference point system shall be applied as stated in the bid notice.

The service provider must demonstrate completion of at least 1 similar project minimum 150m each in the past eight 8 years as stated in the bid notice.

Penalties will be applied in respect of late completion of work as stated in the bid notice.

A compulsory site briefing will be held on March 19, 2026, as stated in the bid notice.
