Drawstring Tenders

Suppliers are requested to offer their earliest delivery period possible. Delivery will be affected within the specified working days from the date of order.

PRASA pays for the item within 30 days of receipt of the supplier's correct tax invoice.

The supplier warrants that the items are in accordance with PRASA's requirements and fit for the purpose for which they are intended, and will remain free from defects for a period of one year unless another period is stated in the order from acceptance of the items by PRASA.

PRASA will utilise a price and specific goals evaluation criteria, with a weighting of 80% for price and 20% for specific goals.

Bidders must submit a company registration document, copies of directors' ID documents, a valid tax clearance certificate, a CSD supplier registration number, and proof of bank account. Joint venture agreements are required if applicable.

Late deliveries or late completion of items may be subject to a penalty if imposed in the order contract.

Failure to provide mandatory returnable documents, non-compliance with tax obligations, not being registered on the CSD, or submitting incomplete bids can lead to disqualification.

The delivery and setup for the supplied items are to commence on the 25th of June 2026, starting at 9:00 AM. Dismantling and pick-up are scheduled for the 28th of June 2026, between 9:00 AM and 10:00 AM.

Payment will be made by the Chief Financial Officer within 30 days on receipt of a certificate of payment issued by the engineer, and will be made by means of a cheque drawn upon the council's bankers in Pietermaritzburg. No cash payments shall be made.

The tender shall be evaluated using an 80/20 preference point system as prescribed in terms of the Preferential Procurement Regulations 2022.

Tenderers are required to be registered on the Central Supplier Database (CSD). For electrical works, registration with the Electrical Contractors Board (ECB) is required. For plumbing works, registration with the Institute of Plumbing South Africa (IPSA) or any other relevant authority is required.

In the event of late delivery, penalties in the amount of **** per calendar day shall be levied. Such monies shall be deducted from any monies due to the contractor.

Failure to comply with certain sections may prejudice the tender. Tenders will not be considered from tenderers who do not attend the compulsory site inspection/tender briefing meeting and whose site inspection/tender briefing certificate has not been commissioned by the authorised official. Failure to submit a valid tax clearance certificate and a tax compliance status verification pin may result in no award.

The successful bidders are to ensure compliance with section 204 of the Value Added Tax (VAT) Act, 89 of 1991. The tax invoices received from registered VAT vendors must bear specific information, and failure to comply will result in payments not being made timeously. The Saldanha Bay Municipality will not be liable for any late payments as a result of invalid tax invoices submitted by suppliers.

Quotations will be evaluated in terms of preferential procurement regulations, 2022, preferential procurement policy of council. The 80/20 preference point system is applicable, with 80 points for price and 20 points for specific goals (BBBEE status level contribution and locality).

Compulsory documents to be submitted by suppliers include MBD 4 (Declaration of Interest), MBD 6. 1 (Preference Points Claim Form), MBD 9 (Certificate of Independent Bid Determination), original or originally certified BBBEE certificate or affidavit, municipal account for business or lease agreement, and company registration documents (CIPC).

If specific goals have been claimed or obtained on a fraudulent basis or any of the conditions of contract have not been fulfilled, the organ of state may, in addition to any other remedy it may have: disqualify the person from the tendering process; recover costs, losses or damages it has incurred or suffered as a result of that person's conduct; cancel the contract and claim any damages which it has suffered as a result of having to make less favourable arrangements due to such cancellation; recommend that the tenderer or contractor, its shareholders and directors, or only the shareholders and directors who acted on a fraudulent basis, be restricted from obtaining business from any organ of state for a period not exceeding 10 years, after the audi alteram partem (hear the other side) rule has been applied; and forward the matter for criminal prosecution, if deemed necessary.

Bids that are suspicious will be reported to the competition commission for investigation and possible imposition of administrative penalties, or may be reported to the national prosecuting authority (NPA) for criminal investigation, or may be restricted from conducting business with the public sector for a period not exceeding ten (10) years.

If specific goals have been claimed or obtained on a fraudulent basis, or if any conditions of contract have not been fulfilled, the organ of state may disqualify the person, recover costs, cancel the contract, restrict the tenderer from obtaining business, or forward the matter for criminal prosecution.
