The bid submission date is April 14, 2026, at 12:00 noon. Bids submitted after this date and time will not be considered.

The bid will be evaluated using a points system, with an 80/20 split for price and specific goals. Bidders must achieve a minimum of 70% on functionality to be considered for further evaluation.

Bidders must comply with administrative compliance requirements, mandatory requirements (including accreditation/certification, case studies, references, and national footprint), and achieve a minimum of 70% on functionality criteria. They must also submit a valid tax compliance status certificate, BBBEE certificate or sworn affidavit, and CIPC registration documents.

SEDFA reserves the right to conduct bidder due diligence, which may include site visits if applicable.

The service provider must render the analysis services for a period of 3 months. The service provider shall provide analytic laboratory services to umsobomvu local municipality for analysis of water and sewerage samples for various reasons bacteriological, chemical, physical, aesthetic and operational.

The payment will be done in terms of section 16 of the general conditions of contract. 16. payment 16. 1 the method and conditions of payment to be made to the supplier under this contract shall be specified. 16. 2 the supplier shall furnish the purchaser with an invoice accompanied by a copy of the delivery note and upon fulfilment of other obligations stipulated in the contract. 16. 3 payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier. 16. 4 payment will be made in rand unless otherwise stipulated.

Bids will be evaluated in terms of the 80 price 20 specific goals point system. Bids will be awarded in accordance with the preferential procurement regulations, 2022 pertaining to the preferential procurement policy framework act, no 5 of **** and its amendments as well as the municipalitys supply chain management policy.

Bidders must submit proof of laboratory sanas accreditation in terms of iso **** and certified copies of key personnel certificates. Interested service providers must submit a quote showing evidence of the skills and experience as outlined below and must submit: original or certified copy of the original proof of laboratory sanas accreditation in terms of iso ****. certified copy of the original sanas accreditation of methods of analysis per determinand. o water quality o wastewatersewerage quality cvs and certified copies of the original certificates of key personnel: o microbiologist with at least 3 years experience. o chemist with at least 3 years experience.
