Bidders must submit bids on official forms, completed in ink with corrections initialed. Prices must be in RSA currency and VAT inclusive. Bids are valid for 365 days. Tax compliance documents, company registration, and other documents must be attached. Queries must be lodged at least three working days before the closing date. Bids must be enclosed in sealed envelopes, bearing the bid reference number and due date. The supply chain management policy allows for objections within 14 days. Bids will be received until 11h00 on 14/04/2026. A compulsory briefing session will be held on 25/03/2026 at 11h00. The evaluation criteria include functionality (minimum 80 points required), past relevant experience, and samples. Pricing schedules will be requested from the panel as and when required once the panel is in place. The preference point system as indicated on mbd 6. 1 will then be applicable.

Bids must be submitted by the stipulated time to the correct address. Late bids will not be accepted. Bidders must ensure compliance with their tax obligations. Bidders are required to submit their unique personal identification number (PIN) issued by SARS. The successful bidder shall be in full and complete compliance with all applicable national and local laws and regulations. All prices must be quoted in South African Rand on a fixed price basis, including all applicable taxes. Prasa reserves the right to reject any quotation which does not conform to instructions and specifications. Prasa reserves the right to award business to the highest scoring bidders unless objective criteria justify the award to another bidder. Bidders are required to self-register on national treasury's central supplier database (CSD). Prasa will utilize the following criteria in choosing a supplier/service provider: stage 1 compliance, stage 2 technical/functional requirements, and stage 3 price. Prasa requires a validity period of 90 working days from the closing date. Failure to provide mandatory returnable documents at the closing date and time of this rfq will result in a bidders disqualification. The maximum points for this tender are allocated as follows: price 80, specific goals 20, total 100. Prasa may appoint a bidder other than the successful bidder under certain instances. Prices must be quoted in south african rand, inclusive of all applicable taxes. Failure to completed and provide these mandatory returnable forms at the closing date and time of this rfq will result in a bidder s disqualification. The supplier warrants that the items are in accordance with prasas requirements and fit for the purpose for which they are intended and will remain free from defects for a period of one year unless another period is stated in the order from acceptance of the items by prasa. The contract will be concluded between the successful bidder and prasa, therefore, the successful bidder and not the subcontractor will be held liable for performance in terms of its contractual obligations. Prasa requires bidders to disclose if they have politically exposed persons (pep) or prominent influential persons (pip) and related individuals in their organization and/or beneficial owners/shareholders who are pep/pip. The 80/20 preference point system will be applicable in this tender. The lowest highest acceptable tender will be used to determine the accurate system once tenders are received. Failure on the part of a tenderer to submit proof or documentation required in terms of this tender to claim points for specific goals with the tender, will be interpreted to mean that preference points for specific goals are not claimed. Service providers must provide a quotation sample only one sample from the range of sizes of each garment/item according to specifications with their quotation. Service providers must, as part of their tender/quotation, also include letters from fabric and reflective tape manufacturers to indicate the content, specification, manufacturing country, and technical data sheets of these products where applicable to be used during the production of the garments/items. The service provider shall provide fitting samples in all sizes and shall visit each facility to allow each employee who will receive uniform items, to fit all garments/items to determine his/her size. A spreadsheet with the correct spelling of surnames of employees shall be provided by the facility manager to the supplier, also indicating all garments/items and quantities to be issued per employee. Before final delivery, the inspecting authority shall verify that garments/items still meet the criteria as per the approved preproduction sample. Spot checks can be done, and where garments/items are not in line with the preproduction sample, it must not be accepted and immediately be returned to the supplier for correction if possible or replacement.

The supplier will take physical measurements in UIF of all maintenance and housekeeping staff to confirm the garment sizes prior to the manufacturing. The supplier will submit samples of materials/items before commencement of manufacture. The supplier will exchange any item that is ill-fitting or of wrong size and provide a replacement at no extra cost.
