The municipality retains the prerogative to reject any quotes it deems to be excessive.

Payment will be made within 30 days after receipt of invoices.

A contract will be allocated to a tenderer in accordance with the preferential procurement policy framework act, act no 5 of **** section 21di, preferential procurement **** points will be allocated inrespect of price and 20 points of gsdm specific goals.

Tenderers should have a minimum cidb grading of 4 sb or higher.

There will be a compulsory clarification meeting with representatives of the employer will takeplace at gert sibande district municipality level 2 on 02 september 2026 starting at11h00.

Failure to complete all requirements of the tenderincluding compulsory returnable and mdbs will lead to disqualification.

Successful bidders must ensure compliance with section 204 of the Value Added Tax (VAT) Act, 89 of **** invoices received from registered VAT vendors must bear specific information. Failure to comply will result in payments not being made timeously, and the municipality will not be liable for late payments due to invalid tax invoices.

Quotations will be evaluated in terms of preferential procurement regulations, 2022, preferential procurement policy of council. The 80/20 preference point system is applicable, with points awarded for price (80 points) and specific goals (20 points), including BBBEE status level contribution and locality.

Tenderers must submit BBBEE original or originally certified BBBEE certificate or affidavit. Proof of locality is required, such as a municipal account registered in the tenderer's name or a valid lease agreement, or an affidavit from the property owner. Company registration documents (CIPC) are also required.

In the event of a contract being awarded based on claimed preferences, the contractor may be required to furnish documentary proof. If specific goals have been claimed or obtained fraudulently, or if conditions of contract are not fulfilled, the organ of state may disqualify the person, recover costs, cancel the contract, restrict the tenderer from obtaining business, or forward the matter for criminal prosecution.

The product on offer must meet the specified requirements. If a copy of the product specifications is not attached to the tender document by the closing date, the offer will be found non-responsive. This implies that the product itself, or its specifications, are subject to verification.

The bid of any bidder may be rejected if that bidder, or any of its directors, has abused the municipality's supply chain management system, been convicted of fraud or corruption in the past five years, willfully neglected or failed to comply with any public sector contract, or is listed in the register for tender defaulters. Bids may also be rejected if the certificate of independent bid determination is found not to be true and complete.
