Vehicle Inspection Tenders

Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. The tender box shall be locked at exactly 12:00 noon and tenders arriving only a second after 12:00 or any time thereafter will not be accepted under any circumstance.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of statement by the supplier. Payment will be made in rand unless otherwise stipulated.

Submissions will be evaluated and the contract awarded in accordance with the SCM regulations, MFMA, Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations 2022 and other applicable legislation, the General Conditions of Contract GCC and, if applicable, any other special conditions of contract. The bid will be evaluated in three stages: administrative requirements, functionality, and price and special goals (80/20 preference point system).

Bidders must be registered on the CSD. They must provide proof of entity registration, valid SARS tax pin and VAT registration certificate, a CSD registration summary report, a valid certified BBBEE certificate or sworn affidavit for EMEs, and a current municipal rates and taxes invoice or lease agreement. Proof of good standing from the Compensation Fund or a licensed compensation insurer is also required.

Failure to comply with the agreed service levels may result in penalties. Examples include non-performance, failure to meet response times, failure to provide secure parking, failure to provide qualified personnel, poor workmanship, and failure to submit monthly reports.

Bidders may be disqualified for submitting late bids, incomplete information, fraudulent information, or for not complying with responsiveness criteria. Alterations in the bid document must be signed and accompanied by a letter. Failure to submit a valid tax pin or CSD registration may lead to disqualification.

The bid document must be placed in a sealed envelope and submitted by Thursday, 14 May 2026, at 10:00 AM.

Payments to the successful bidder will be processed within 30 days after receipt of a valid tax invoice for goods and/or services rendered to the satisfaction of the municipality.

The successful bidder must provide a warranty on workmanship and supplied materials, not less than 6 months.

This quotation will be evaluated in terms of the 80/20 preference point system, and the successful provider will be the one scoring the highest points.

Bidders must ensure that bids are delivered timeously to the correct address. All prices must include VAT if applicable. Bidders are required to submit proof of locality for the registered office. An original or certified copy of the bidder's BBBEE certificate must be attached. Bidders must provide valid tax verification details. No quotations will be considered from persons in the service of the state.

Failure to comply with the conditions may invalidate your offer. Suspicious collusive bidding behaviour and restrictive practices will be reported to the competition commission for investigation and possible imposition of administrative penalties.

Service providers must physically inspect the hydraulic cylinders at Hydraberg Hydraulics before quoting. All visits must be arranged through the Witzenberg Municipality Fleet Manager. Quotations submitted without inspection will be rejected.

Section 62 of the Local Government Municipal Services Act **** gives any person whose rights have been affected by a decision the right to appeal such decision within 21 days of notification of the decision.

The request is for formal written price quotations for amounts up to a transaction value of R300,**** VAT included.
