The bid response documents must be deposited in the bid box situated at the street address provided, on or before the closing date and time, which is 02 April 2026 at 10:00 AM. The notice also states that delivery will be affected within a specified number of working days from the date of order, as indicated in the pricing schedule.

PRASA pays for the item within 30 days of receipt of the supplier's correct tax invoice.

The supplier warrants that the items are in accordance with PRASA's requirements and fit for the purpose for which they are intended and will remain free from defects for a period of one year unless another period is stated in the order from acceptance of the items by PRASA.

PRASA reserves the right to award businesses to the highest scoring bidders unless objective criteria justify the award to another bidder. The evaluation methodology includes Stage 1: Compliance, Stage 2: Technical/Functional Requirements (60% threshold), and Stage 3: Price (80%) and Specific Goals (20%).

Bidders must ensure compliance with their tax obligations and submit their unique personal identification number (PIN) issued by SARS. Bidders are required to self-register on National Treasury's Central Supplier Database (CSD). Failure to provide mandatory returnable documents will result in disqualification.

Late deliveries or late completion of items may be subject to a penalty if this is imposed in the order contract.

The deadline for tender submission is 17 April 2026 at 10:00 SAST. Late tenders will not be accepted.

For contracts valued below R50,000,000 (fifty million rand) including VAT, Eskom is committed to paying suppliers within 30 days of receipt of undisputed invoices. For contracts valued above R50,000,000 (fifty million rand) including VAT, Eskom is committed to paying suppliers within 60 days of receipt of undisputed invoices.

The tender will be evaluated based on a combination of price and specific goals, using the 80/20 preference point system. Technical evaluation criteria include competency, company experience, accreditation, and calibration methods, with a minimum threshold of 75% for technical evaluation.

Tenderers must meet eligibility criteria, including not being under restriction to do business with Eskom or state-owned companies, not having the nationality of a country on international sanctions lists, and not having a conflict of interest. Specific qualifications for key personnel include higher qualifications in engineering or quality and at least 3 years of provable experience in the metrology field.

A non-compulsory clarification meeting will be held via Teams on 03 April 2026 at 10:00 SAST. Tenderers must confirm their intention to attend with the Eskom representative.

The tenderer will notify Eskom of any clarifications required before the closing time for clarification queries, which is 5 working days before the deadline for tender submission.
