The tender is for the supply and delivery of point of sale hardware. The closing date is March 18, 2026. Prices must be valid for 60 days. Payment terms are 30 days from the invoice date. A firm delivery period must be indicated. Bidders must submit a B-BBEE certificate or sworn affidavit. The 80/20 preference point system will be used.

The tender requires the submission of a BBEEE certificate or affidavit and proof of locality. The municipality may accept the whole or part of the quote. The municipality does not bind itself to accept the lowest or any bid. The acceptance of the quote and the subsequent issuing of an official order constitute a legal binding document and may not be canceled. Contractors must ensure waste is correctly disposed of. Quotations will be evaluated in terms of preferential procurement regulations. Failure to comply with conditions will invalidate the quote. The successful bidders must ensure compliance with section 204 of the Value Added Tax (VAT) Act. Bidders must declare any interest. The 80/20 preference point system will be used. The municipality reserves the right to order any quantity including none.

Bidders are required to ensure that electronic bid submissions are done at least a day before the closing date to prevent issues with internet speed, bandwidth, or the size of the number of uploads. Transnet will not be held liable for any challenges experienced by bidders as a result of technical challenges. A bidder can upload 30MB per upload and multiple uploads are permitted. Bidders must register their profile using their company details and use the corresponding registered profile to log an intent to bid as well as submitting any bid. In case of a joint venture, any of the parties/companies to the joint venture may use its registered profile to submit a bid on behalf of the joint venture. Respondents must comply with the requirements of the Employment Equity Act 55 of 1998. Changes to quotations will not be considered after the closing date and time. Any quotation furnished pursuant to this request shall be deemed to be an offer. Respondents are required to self-register on National Treasury's Central Supplier Database (CSD). Respondents must be compliant when submitting a proposal to Transnet and remain compliant for the entire contract term with all applicable tax legislation. The successful respondent shall be in full and complete compliance with any and all applicable national and local laws and regulations. Transnet will utilize the following methodology and criteria in selecting a preferred supplier/service provider: stage 1: test for administrative responsiveness, stage 2: test for substantive responsiveness to RFQ, stage 3: minimum threshold for technical criteria, stage 4: evaluation and final weighted scoring, stage 5: post tender negotiations, stage 6: objective criteria, stage 7: award of business and conclusion of contract. Transnet requires a validity period of 180 business days from the closing date of this RFQ. Bidders may be requested to extend the validity period of their bid. Transnet is required to publish the tendered prices of the successful and unsuccessful respondents on the national treasury etender publication portal. Respondents are required to disclose any commercial relationship with a domestic prominent influential person (DPIP) or foreign prominent public official (FPPO). All returnable documents must be signed, stamped, and dated by the respondent. The successful respondent will be required to ensure the validity of all returnable documents for the duration of any contract. The price schedule must be strictly followed. All prices must be quoted in South African Rand, inclusive of VAT. Bidders must submit a valid Umhlathuze municipality sewage discharge permit certificate of registration and compliance, accompanied by a signed municipal letter. The bidder must submit a valid letter of good standing from the compensation commission for occupational injuries and disease act no. 130 of **** (COIDA). The bidding company must submit a valid level three 3 hazardous waste certificate of the tanker driver, that is accredited by the institute of waste management of South Africa (IWMSA). Bidder must submit three 3 traceable references monthly during a contract of not less than 12 months. The bidder must submit a comprehensive business continuity plan. Respondents are to note that Transnet may not award a contract if the price offered is not market-related. Transnet reserves the right to engage in post-tender negotiations with the view to achieving a market-related price or to cancel the tender.
