The Financial and Fiscal Commission (FFC) invites quotations for a service provider to analyse and review 17 HR policies, develop associated procedures/templates, develop an HR strategy, and develop an HR plan. The contract duration is until completion, not exceeding 31 December 2026. Bids must be emailed to ***@***. *. * by 17 September 2026 at 11h00 am. Evaluation includes administrative, mandatory, functionality (minimum 70 points), and price (80/20) stages. The service must be performed at the FFC Cape Town office.
The contract period for this bid is for the duration of the project until completed and signed off, not exceeding 31 December 2026.
Payments shall be made promptly by the client, but in no case later than thirty 30 days after submission of an invoice or claim by the service provider.
This warranty shall remain valid for twelve 12 months after the service, or any portion thereof as the case may be, have been delivered to and accepted at the final destination indicated in the contract, or for eighteen 18 months after the date of shipment from the port or place of loading in the source country, whichever period concludes earlier, unless specified otherwise in scc.
Bidders will be evaluated on price and specific goals as per ppr 2022. The evaluation is done in four stages: administrative, mandatory, functionality, and price.
The service provider must provide 3 written reference letters in 3 and more contactable letters conducting hr work, a CV of the team leader with a minimum of a relevant NQF level 9 qualification in human resources, and a company profile indicating a minimum of 3 years experience in the human resources field.
If the service provider fail to perform services within the periods specified in the contract, the client shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
Failure to submit the required compulsory documentation with the bid will result in your bid being disqualified without further consideration.
