SASRIA SOC Limited is seeking proposals for the implementation and monthly support of a payroll solution for a period of 60 months. The selected service provider will be responsible for monthly payroll runs, collaborating with the payroll team. The solution must integrate with Microsoft D365 Human Resource solution and other systems, adhering to SASRIA's cloud-first strategy. Key functional requirements include managing deductions, earnings, payment frequencies, tax, compliance, payslips, back pay, leave, and employee salary payments. Non-functional requirements emphasize accessibility, security, POPIA compliance, and cloud deployment. The contract duration is 5 years, including a 1-2 month implementation period. Bidders must submit a detailed financial proposal, including implementation costs, hosting costs, software costs, and post-implementation support. Payments will be linked to approved deliverables. The evaluation criteria include governance verification, technical evaluation (minimum 70 points required), and a preference point system based on price and specific goals (B-BBEE). Mandatory documents include SBD 1, SBD 4, SBD 6. 1, and relevant annexures. Bids must be submitted electronically via the SASRIA online tender portal by 07 April 2026, 12:00 PM. Payments will be linked to specified deliverables after such deliverables have been approved by SASRIA. SASRIA does not pay upfront fees for any services. All payments for services will be 30 days in arrears.
A service provider will be selected under the procedures described in this request for proposal. SASRIA reserves the right not to award this tender to the highest ranked or highest scoring bidder, as it needs to align its procurement practices to governance practices that are in line with its own growth path. These may include but are not limited to: driving socioeconomic development objectives that are enshrined in various government policies.
The evaluation during the governance verification stage is to review bid responses for purposes of assessing compliance with RFP requirements, which include proof of registration with CSD confirming tax compliance status, a valid B-BBEE certificate or sworn affidavit, and duly completed standard bidding documents and other requirements.
