The KwaZulu-Natal Office of the Premier is inviting bids for the provision of travel management services for a period of 36 months. The services include air travel, hotel accommodation, airport transfers, shuttle services, and car rentals. Bidders must be registered on the Central Suppliers Database and comply with tax requirements. The bid will be evaluated in four phases: administrative compliance, mandatory requirements, functionality, and a 80/20 preference point system. A non-compulsory briefing session will be held on April 29, 2026. The closing date for bid submission is May 12, 2026, at 11:00 AM. Late tenders will not be accepted. Bidders must submit all required forms and documentation, including proof of accreditation and ownership/lease of an online booking tool. Technical proposals will be assessed based on various criteria, and bidders scoring below 70% in functionality will be disqualified. The successful bidder will be required to enter into a Service Level Agreement (SLA) and a Non-Disclosure Agreement (NDA).
The closing date and time for receipt of tenders is 12 May 2026 at 11:00 AM. Telegraphic, telephonic, telex, facsimile, email, and late tender proposals will not be accepted.
Payment will only be processed upon receipt, verification of invoices and confirmation by the appropriately authorized officials of actual services rendered. Payment will be made to the awarded entity only. Any deviations e. g. cession of contract will only be accepted after relevant approval has been granted by the bid adjudication committee.
The awarded entity warrants that it is able to deliver to the satisfaction of the department. The involvement of the awarded entity in any other business or venture shall not compete or conflict with the obligations of the entity to provide the services to the department in terms of this bid.
The evaluation criteria are divided into four phases: Phase 1: Supply Chain Administrative Compliance, Phase 2: Mandatory Documents Required, Phase 3: Functionality Criteria, and Phase 4: 80/20 Preference Point System.
Bidders must be registered with ASATA and IATA. They must also own, host, or lease an online booking tool for the contract period. Bidders must submit a proposal detailing how the TMC shall provide the service as per the criteria indicated in the bid document.
If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
Bidding documents must not be included in packages containing samples. Such bids may be rejected as being invalid.
The bidder must, within five working days of receipt of the notification of an award, deliver written notification of an intention to appeal.
