Service providers will be adjudicated according to the supply chain management policy using the point system mentioned above, based on the preferential procurement policy framework act, act 5 of ****, preferential procurement regulations 2022, mfma, act 56 of ****, as well as the broad based black economic empowerment act, act 53 of ****. 80 points for price and 20 points for specific time

The department reserves the right not to award to the lowest bidder.

Submissions must be made on the eTender portal by 14 July 2026, closing at 16:00.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points will be allocated for specific goals as per PPPFA 2022.

All suppliers responding to quotations should be registered on the Central Supplier Database (CSD). Quotations must be on company letterheads. No RFQ will be considered from persons in the service of the state. No bidder who is blacklisted by National Treasury or any national authority due to non-performance will be considered.

Failure to include all applicable taxes on quotation will lead to disqualification. Quotations received after closing date and time will not be accepted. Quotations without brand names where required will not be accepted.

Responses to this RFQ must be submitted before the closing date and time indicated on the cover page of the RFQ, which is 07 July 2026 at 11:00 am.

Unless stated otherwise in this RFQ or as mutually agreed upon by both parties prior to award of the RFQ, all payments due to creditors for goods delivered services rendered will be settled within thirty (30) days from receipt of an invoice.

The RFQ will be awarded to the bidder scoring the highest points, subject to section 21f of the preferential procurement policy framework act, **** act no 5 of ****.

Bidders must be registered on the CSD database and provide their CSD registration number. They must also submit a completed and signed Annexure A and SBD 3. 3. If points are claimed, a valid BBBEE certificate, sworn affidavit, or SBD 6. 1 preference points claim form with relevant supporting documentation is required. SARS tax matters must be in order.

A due diligence site visit will be carried out at the premises of the service provider before the awarding of the tender. The saws might also conduct a site visit to the office.

Failure to submit required documentation, including a completed Annexure A and SBD 3. 3, or if tax matters are not in order, may result in disqualification. Any effort to influence the award decision may also lead to rejection.

The RFQ is for requirements up to R500 000.

The proposed delivery date is 30 June 2026. Delivery period after initial order is to be completed by the supplier.

Suppliers must submit a valid BBBEE certificate, sworn affidavit, and CSD report. VAT registered suppliers are required for delivery charges.

Failure to provide or comply with any of the particulars may render the bid invalid. Late bids will not be accepted.
