Request for proposals for a long-term lease and development of 3. 5 hectares of land for business, institutional, or public garage use. The lease period is 30 years, with possession reverting to the municipality upon expiry without compensation. Bids close on July 17, 2026, at 12:00 PM. Bidders must be registered on the Central Supplier Database (CSD) and have tax compliance. The evaluation will use either an 80/20 or 90/10 preference point system. Bid documents can be downloaded from the municipality's website or the eTender portal. Late, faxed, or telephonic bids will not be accepted. The municipality reserves the right to negotiate and does not bind itself to accept the lowest or any tender.
Bids must be deposited in the tender box at Mogalakwena Local Municipality, 54 Retief Street, Mokopane, by no later than 12:00 PM on 17 July 2026.
It is the policy of Mogalakwena Local Municipality to pay all creditors by means of electronic funds transfer (EFT). Creditors will be paid within 30 days after receiving an invoice and statement.
The provider warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered to and accepted at the final destination.
The municipality will evaluate, adjudicate, and award the bids in accordance with the PPPFA of 2022. Either the 90/10 or 80/20 preference point system will be applicable. The lowest/highest acceptable tender will be used to determine the accurate system once tenders are received.
No awards will be made to a bidder who is not registered on the national treasury's Central Supplier Database (CSD). Bidders must ensure compliance with their tax obligations and submit their unique personal identification number (PIN) issued by SARS.
Subject to GCC clause 25, if the provider fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
If samples are required in terms of specifications, such samples shall be supplied by the service provider at his or her own cost. All samples approved will be retained by the Mogalakwena Local Municipality as standards for the duration of the contract.
Failure to provide any of the particulars requested in the questionnaire for bidding foreigners may render the bid invalid. No bids will be accepted and considered from persons in the service of the state. Failure to comply with joint venture or consortium requirements shall lead to disqualification.
A minimum reserve rental amount of R46,000 per month (R552,000 per annum) is specified. Any offer below this minimum will be disqualified.
