The bid notice states that reporting and submission to ECPhRA must occur within 3 weeks after appointment.

The bid will be evaluated in three phases: mandatory requirements, capability requirements, and then on PPPFA and specific goals using the 80/20 preference points system.

Bidders must be registered with the Culture Resources Management (CRM) section of the Association of Southern African Professional Archaeologists (ASAPA) and have a proven track record of HIA projects in South Africa, with a minimum of three successfully completed projects in the last five years.

Failure to comply with mandatory requirements, including submitting incomplete or incorrect forms, late submissions, or not being registered on the CSD, will automatically eliminate the bid for further consideration.

The bid closing date is 23 April 2026, with submissions due by 12:00 PM.

Payments will be made on successful delivery of goods, invoice statement of account, with invoices to be submitted by the 25th of each month and should be milestone/phase based. Proof of work completed must be submitted with each invoice.

The warranty period for the goods supplied under the contract shall remain valid for twelve (12) months after the goods, or any portion thereof as the case may be, have been delivered to and accepted at the final destination indicated in the contract, or for eighteen (18) months after the date of shipment from the port or place of loading in the source country, whichever period concludes earlier, unless specified otherwise.

The evaluation approach is a three-stage process: Stage 1: Mandatory administrative requirements. Stage 2: Evaluation of functionality and technical responsiveness. Stage 3: Price and preference goals. Bidders achieving 70 points or more in Stage 2 will proceed to Stage 3. The final award will be based on price and preference points (80/20 system).

Bidders must meet mandatory administrative requirements, including attending the virtual compulsory clarification session. For functionality evaluation, tenderers need to demonstrate relevant company experience in conducting skills audits, experience and qualifications of key personnel (lead consultant), and locality. A minimum of 70 points is required for functionality to be eligible for price and preference evaluation.

If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.

There is no mention of a mandatory or optional site visit in the tender document. The clarification meeting is virtual.

The tender does not require sample submissions.

Persons aggrieved by tender award decisions may lodge an appeal within 7 days of the date of the intention to award advertisement.
