The South African Local Government Association (SALGA) is seeking expressions of interest for proposals of innovation and solutions to improve service delivery at their national office. The closing date for submissions is August 28, 2025, at 11:00 South African time.

Bidders must submit proposals electronically via email (***@***. *. *) by 14 July 2025 at 11:00 AM, quoting the reference number **** requests must be submitted in writing to ***@***. *. * by 13:30 on 4 July 2025. Proposals must be compressed to a maximum of 30MB. Late bids will not be considered. The successful bidder will be required to sign a written contract. Bidders must comply with the Preferential Procurement Policy Framework Act, ****, and the Preferential Procurement Regulations, 2022. Bidders must be registered on the National Treasury Central Supplier Database (CSD) by the closing date and time. Proof of a valid Sage Platinum tier for 2025 is required. The assignment is expected to be from the date of appointment until 31 March 2030. The service provider will report directly to the HR manager. All data is confidential. The system must integrate with existing systems, have workflows, autosave capabilities, and auto-logout after inactivity. The system must be cloud-based, web-based, and support SSL encryption. The successful bidder must have undertaken at least four assignments in implementing Sage solutions, including three with Sage 300 systems and one with another Sage module. A project team leader and system developer with relevant experience are required. The bidder must provide signed references from clients. The bidder must provide proof of a valid Sage Platinum tier for 2025. The contract requires the successful bidder to travel to a venue different from SASSETA, following SASSETA's approval. Travel and disbursement processes will be undertaken as per the Department of Transport rates book, using cost-effective modes of transport. Accommodation costs are capped at R1,400 per night per person. All applicable taxes are included in the price. The bidder must complete and submit all standard bidding documents (SBD forms). The bidder must submit a valid tax compliance status (TCS) PIN issued by SARS. Consortia, joint ventures, and subcontractors must submit separate TCS certificates. If no TCS is available, a CSD number must be provided. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state. The bid is subject to the 80/20 preference point system.
