The event is scheduled for 25 August 2026, from 8:00 to 14:00.

Payments shall be made by the district municipality within thirty 30 calendar days of receiving the relevant invoice statement provided by the supplier.

This bid will be evaluated and adjudicated according to: compliance to specifications, value for money, capability to execute the contract, and PPPFA associated regulations.

Bidders must be suitably qualified service providers and registered on the municipality's accredited supplier database and the central supplier database.

Bids may be disqualified if official formal written price quotation documents are received with correction fluid, if pages are missing, or if bidders do not attend compulsory site or information meetings.

The bid closing date is 21 April 2026 at 11h00. Services are to be provided on an as and when required basis from April 2026 to July 2026.

The bid will be awarded in accordance with section 21f of the PPPFA, and regulations 4 of PPR 2022, using an 80/20 preference points system where 80 points are for price and 20 points are for BEE status.

Bidders must be registered on the Central Supplier Database (CSD) with active status on or before the closing date and time, and must submit a completed WCBD4 form. Joint ventures or consortiums must also be tax compliant.

Failure to comply with product specifications or inability to meet delivery times will render a quotation non-responsive.

The ASEZCO reserves the right to request any additional information and/or samples of items quoted.

The bid notice states that proposals must be uploaded using the email address ***@***. *. * on or before the closing date and time, which is March 18, 2026, at 12:00 PM. It also mentions that suppliers are given 7 calendar days to respond and that late submissions will not be accepted.

The bid notice states that A tender or RFQ must be awarded to the tenderer who score the highest total number of points in terms of the preference point system price and specific goals unless objective criteria in terms of section 2 1f of the PPPFA justify the award of the tender to another tenderer. It also mentions that The 80 20 preferential point system will be applied wherein 80 points is for price and 20 points is for specific goals.

The bid notice requires bidders to submit responsive bids by completing all pricing and item information in line with the entire scope of work/goods/services. It also states that bidders must demonstrate relevant experience by submitting evidence of at least one (1) similar project completed within the last three (3) years, providing acceptable evidence such as invoices, completion certificates, programme runsheets, or event reports.

The closing date and time for receipt of this tender is the 16 April 2026 at 12h00.

The purchaser shall make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract. The supplier further warrants that all goods supplied under this contract shall have no defect, arising from design, materials, or workmanship except when the design andor material is required by the purchasers specifications or from any act or omission of the supplier, that may develop under normal use of the supplied goods in the conditions prevailing in the country of final destination.

Only those tenderers who satisfy the following mandatory criteria are eligible to submit tenders: a who is an individual electronic communications service (IECS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender and b who is an individual electronic communications network services (IECNS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender.

NB: there will be financial penalties if the standards are not met. Eg. in the cases that the internet is down and telephones are offline for more than two days. Not unless the cause of downtime is beyond the ISP's control

Tenderers aggrieved by tender award decisions taken by Umngeni Local Municipality, may lodge an appeal within 14 days of the date of the award advertisement.
