Quotes and proposals must be submitted by 14 July 2026, 11:00 AM.

Payment will be made based on deliverables for services rendered and work completed satisfactorily, with invoices provided and approved by the project manager.

The contract will be awarded based on best value, incorporating expertise, experience, and technical proposal, with a 80/20 preference points system for price and specific goals.

Bidders must submit CVs of proposed conservators, relevant qualifications, professional training/certification, evidence of experience through a portfolio/project list, and two contactable references for similar work.

Disqualification may occur if the bid document is not filled in correctly/completely, not compliant with specifications, delivered after the closing date/time, the supplier is not registered on CSD, or has a non-compliant tax status.

The quotation must be delivered by hand to our offices in Douglas before 12h00, Wednesday 28 February 2024.

This quotation will be evaluated in terms of the 80/20 preference point system as prescribed in preferential policy framework act no. 5 of 2022 and the successful provider will be the one scoring the highest point and will not be always the lowest bidder.

Copy of CSD summary report compulsory not older than 1 month. Copies of company registration documents CK. Certified copies of company directors. Original or certify copy of valid BBBEE certificate or original sworn affidavits. Municipal rates and service certificate statement billing for the directors, owners, shareholders of the company to confirm that municipal rates are not in arrears for more than 90 days.

Failure to submit nopoints will be awarded only sanas accredited or swornaffidavits will be accepted. The supplier must complete the local content production annexure c, c e forms. This is important, should the supplier fail to complete and submit these, the bidder will be deemed nonresponsive.

Completed tender documents must be deposited in the tender box not later than 12:00 on the closing date.

The award will be made in terms of the municipality's preferential procurement and supply chain management policies. he **** or **** preferential points system will be applied, and that the lowest acceptable tender will be used to determine points scoring system to be used.

Bidders must submit an original tax clearance certificate or tax reference number and PIN, and evidence of registration on the Central Supplier Database (CSD) with MAAA number. Bidders must complete MBD4, MBD9, and MBD8 forms. A municipal billing clearance certificate is also required.

Completed tender documents together with the samples of the offered units must be placed in a sealed envelope.

Late submitted, unmarked, faxed, falsified, incomplete or emailed proposals will not be considered and will be disqualified. Bids will be deemed nonresponsive, where bidders submit tenders in more than one bidding entity, or where it is found that the bidder has an interest in more than one bidding entity. Envelopes not marked as indicated above will not be opened and such bids will be disqualified.

Responses must be received no later than 17:00 on 12 June 2026.

The proposal will be evaluated on functionality (minimum 80 points) and then on the preference point system (price 80 points, BBBEE level 20 points).

Service providers must have proven experience in job evaluation and remuneration benchmarking, experience within manufacturing, textile, industrial or FMCG sectors, competency in recognised grading methodologies, access to credible and current salary survey databases, and strong project management and reporting capability.

Incomplete submissions, late submissions, bid responses sent to the incorrect email address, bid responses being inaccessible due to nonstandard electronic file formats, bid responses with file size limits greater than 50mb, failure to comply with RFP requirements, and failure to achieve the minimum qualifying score for functionality will lead to disqualification.
