The Perishable Products Export Control Board (PPECB) is seeking to appoint a panel of five service providers for the provision of recruitment and vacancy advertising services. The contract will be for two years, with the option to extend for an additional year. Bidders must be registered on the Central Supplier Database (CSD) and submit a valid BBEEE certificate and tax clearance certificate. The bid will be evaluated using a two-stage system: compliance and technical proposals, followed by price and specific goals. The 80/20 preference point system will be applied, with points awarded for price and specific goals, including small business development. Bidders must complete and submit a pricing schedule. The closing date for submissions is 30 March 2026.
The bid must be delivered by the stipulated date and time, which is 16:00 on 30 March 2026. Late bids will not be accepted.
The PPECB undertakes to pay in full within thirty (30) days, all valid claims for work done to satisfaction upon presentation of a substantiated claim/invoice. Payments will only be made on the basis of successful placement.
The supplier guarantees the goods and services delivered to be as specified in this order and free from defects in workmanship and material for a period of not less than twelve (12) months from the date of delivery. This guarantee shall be over and above any rights and remedies which the PPECB has at law.
Bids will be evaluated in two stages. Stage 1: Compliance and Technical Evaluation. Stage 2: Price and Specific Goals. The minimum functional threshold is 90 points. Bidders who score less than this threshold will be disqualified. For Stage 2, the bid will be evaluated using the 80/20 preference point system if the price of the lowest acceptable bidder is R2,000 or greater.
Bidders must be registered on the Central Supplier Database (CSD). They must also submit a valid tax clearance certificate or PIN, a valid BBEEE certificate or EME/QSE affidavit, and complete the SBD6. 1 preference point claim form. For the technical evaluation, bidders will be assessed on company experience, approach and methodology, experience of key staff, references, national footprint, and turnaround time.
