Completed bids must arrive before the closing date and time of 28 August 2026 at 11:00.

Responsive bids will firstly be evaluated on functionality and thereafter on an 80/20 preference points system.

Bidders must be competent and technically competent suppliers. Bidders must register on the National Treasury's Central Supplier Database (CSD) prior to submitting bids. Negotiations for the bid award will only be concluded with the qualifying bidders who isare registered on the CSD and whose key information outlined in this bid document is in order.

Noncompliance with all submission requirements, such as the USB for traditional submission, amongst other criteria as per section 1. 21, will lead to the disqualification of the bidders.

The tender response should include a projected timeframe for the completed project. A delivery lead time of 8 weeks is required for functionality evaluation.

The SABC's standard payment terms are **** days from the date of invoice.

The product is supplied with a standard 12 months warranty. More than 12 months warranty with no financial implication to the SABC is preferred.

Responses will be evaluated using a predetermined set of evaluation criteria, including technical compliance, functionality, and price, using an 80/20 point system. The tender responses will be evaluated on the 80/20 point system.

Bidders must provide a valid letter of authority from the original equipment manufacturer (OEM)/distributor. They must also provide CSD registration details, SARS PIN, BBBEE certificate, proof of valid TV license, company registration documents, shareholder certificates, and ID documents of directors.

The SABC has zero tolerance for theft, fraud, and corruption. Such activities will be investigated, and stringent action will be instituted, such as laying criminal charges or removal from the SABC database of service providers.

The closing time for clarification of queries is 3 days before the deadline for bid proposal submission.

Non-submission of mandatory documents, late bid submissions, failure to comply with technical specifications, misrepresentation or false information, and failure to observe requirements may result in disqualification.

The closing date for bid submissions is 29 July 2026, with a closing time of 23:55 midnight. Written requests for the OneDrive submission link will be considered up to and including 29 July 2026 at 16:00.

Monthly charges shall apply for the duration of the agreement. Prices remain fixed for the contract period unless otherwise agreed in writing.

Portable radio handsets come with a 12-month warranty. Accessories have a 24-month warranty.

Bids will be evaluated based on price and specific goals, specifically B-BBEE status level of contributor, using the 80/20 preference point system.

Bidders must be able to provide a fully compliant, suitably qualified, and professional security radio communication solution. They must obtain the radio frequency license and comply with all relevant South African acts and standards.

Failure to meet SLA commitments shall trigger penalties. The organization DBSA reserves the right to enforce penalties for nonperformance.

Any complaint about the RFQ or tendering process must be submitted in writing, by email, immediately upon the cause of the complaint arising or becoming known to the bidder, to tenders@dbsa. org.

Failure to adhere to prequalifying criteria, non-submission of compulsory documents, late bids, and contravening anti-competitive conduct or corruption laws may lead to disqualification.
