Construction Tenders

Tenders must be placed in the tender box not later than 11:00 on Monday, 15 June 2026.

Tenders will be evaluated and adjudicated in line with the supply chain management policy of the municipality using an 80/20 preference points system.

Only tenderers who satisfy the eligibility criteria stated in the tender data are eligible to submit tenders. Bidders must score a minimum of 70 to be considered for further evaluation. Bidders must be registered with the CIDB in an EP class of construction works grade 4EP or higher.

Tenderers attempting to influence the client regarding the awarding of the tender, after tender closure, will automatically expose their tenders to rejection.

Tenders must be delivered by 12:00 midday on 22 June 2026. Closing date: 22 june 2026 @12h00, midday

The evaluation methodology includes mandatory requirements, technical evaluation, and evaluation on price and specific goals. Phase 3: Evaluation on price and specific goals.

Bidders must submit a valid SARS tax compliance status and proof of application. Incomplete information or fraudulent documentation may lead to disqualification. Bidders who do not submit a valid tax compliance status and or proof of application of such as endorsed by sars on the closing date and time of the bid submission

Penalties may be negotiated with CEF Soc Ltd for non-compliance with material terms, including delayed provision of services. iwe agree to a penalty clauses to be negotiated with cef soc ltd, which will allow cef soc ltd to invoke a penalty against us for noncompliance with material terms of this rft

Disqualification may occur for late submissions, submissions to incorrect email addresses, links instead of direct submissions, failure to submit valid tax compliance status, incomplete or fraudulent information, or attempts to canvass officers. Late emails will be disqualified from further evaluation. nb: links will not be accepted, it will lead to disqualification.

The closing date for submissions is 17/06/2026.

Tenders must be submitted in the tender box at the Investment Centre, ground floor, 15 Main Road, Vredenburg, before 12:00 on Friday, 26 June 2026.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted.

The 80/20 preference point system will be used in the adjudication of this tender.

Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant. A valid tax clearance certificate must accompany the bid documents unless the bidder is registered on the CSD and is tax compliant.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.

Any unauthorized alteration or amendments of this set of tender documents will disqualify the tender automatically. Missing pages will result in the disqualification of the tender. Bidders who are in arrears with their municipal rates and taxes or municipal charges for more than three months will be disqualified.
