The bid will be evaluated based on administrative compliance, mandatory requirements, functionality, and price and specific goal points. The contract may be awarded to the bidder scoring the highest total points, but the state reserves the right to award to a bid that did not score the highest if it is in the best interest of the state.

Bidders must submit a completed and signed invitation to bid form (SBD 1), signed pricing schedule, signed declaration of interest (SBD 4), signed preferential points claim form (SBD 6. 1), and a detailed CSD report. For Stage 2, bidders must attach a valid SAHPRA certificate, and in the case of a distributor/importer, the manufacturer's SAHPRA certificate and a manufacturer agreement.
