The closing time for receipts of this RFQ is 12:00, 29 June 2026. Bids must be placed in the tender box at the office of Umsobomvu Municipality, 21 A Church Street, Colesberg, ****, not later than 12:00 on 29 June 2026.

The purchaser undertakes to make payment for the goods/works delivered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice accompanied by the delivery note.

Bids will be evaluated according to the following criteria: 1. Umsobomvu Supply Chain Management Policy. 2. PPPFA Regulation Act **** with a minimum of threshold of 70 points out of 100 points. 4. 80/20 point system will be awarded as follows: 80 points: price and 20 points: specific goals.

Bidders must be SAQA accredited service providers and registered and accredited with the Local Government Seta. Assessors and moderators should possess a public administration or administration qualification at NQF level 7 or above and have at least 2 years of experience in a public administration environment. Proof of accreditation and registration must be submitted.

Late, electronic and incomplete quotes will not be considered. Failure to submit required documentation will render the bid nonresponsive. The municipality reserves the right to cancel the contract and claim damages if specific goals are claimed or obtained on a fraudulent basis or if any conditions of contract are not fulfilled.

The bid documents must be submitted electronically before the closing date and time indicated on the cover page of the RFQ, which is 16 April 2026 at 11:00.

Unless stated otherwise in this RFQ or as mutually agreed upon by both parties prior to award of the RFQ, all payments due to creditors for goods delivered or services rendered will be settled within thirty (30) days from receipt of an invoice.

The installed equipment must come with a 2-year (24 months) warranty.

Subject to section 21F of the Preferential Procurement Policy Framework Act, **** (Act No 5 of ****), the RFQ will be awarded to the bidder scoring the highest points.

Bidders must be registered with PSIRA and attend the compulsory briefing session. They must also provide a valid PSIRA certificate and a letter of good standing from PSIRA and the Department of Labour (COIDA).

A compulsory on-site briefing session will be held on 09 April 2026 at 10:30 at the South African Weather Service George Weather Office. The South African Weather Service also reserves the right to conduct supplier due diligence, which may include site visits, prior to final award or at any time during the contract period.

A firm delivery period must be indicated.

Vaal Central Water reserves the right not to process partial payments on procurement below R1 000 ****.

The successful service provider will be the one scoring the highest points: however, Vaal Central Water may on reasonable justifiable grounds, award the contract in whole or in parts to a bidder who did not score the highest points where objective criteria set out by the institution was applied.

Bidders who do not adhere to those criteria listed below a prequalifier, will be disqualified immediately.

The anticipated duration of the project is 6 months as and when required.

The successful service provider will be the one scoring the highest points: however, Vaal Central Water may on reasonable justifiable grounds, award the contract in whole or in parts to a bidder who did not score the highest points where objective criteria set out by the institution was applied.

Bidders who do not adhere to those criteria listed below a prequalifier, will be disqualified immediately.

The bid notice states delivery date and setup: 17 march 2026.

For quotations with a rand value up to R1 000 000, the preference point system of **** will apply, where 80 points will be for price and 20 points will be for specific goals in terms of section 21d of the preferential procurement policy framework act, ****, act no 5 of ****.

Bidders are required to demonstrate relevant experience and competency of the company for all successfully completed projects.
