The selection criteria include price (80 points) and specific goals (20 points). Specific goals include Historically Disadvantaged Individual (HDI) enterprises (10 points), enterprises owned by women (5 points), youth (3 points), and persons with disability (2 points). The contract will be awarded to the highest scoring bidder. If scores are equal, the award will be decided by drawing lots.
