Pipe Laying Tenders

Tenders must be deposited before 12:00 on ****.

Only payments made in cash or debit/credit card will be accepted for the tender document fee of R850,00.

A contract will be allocated to a tenderer in accordance with the preferential procurement policy framework act, act no 5 of **** and as defined in the conditions of tenderin the tender document, read in conjunction with the supply chain management policy of steve tshwete localmunicipality where 80 points will be allocated in respect of price and 20 points in respect of specific goals.

Tenderers should have a CIDB contractor grading of 4CE or higher. Tenderers must have the necessary skills, experience and capacity to perform the required work. Compulsory documents include CIDB grading, audited annual financial statements for the past 3 years, and joint venture agreements if applicable.

A compulsory clarification meeting will take place on **** starting at 10:00, at electrical boardroom, municipal service centre magasyn, corner protea and walter sisulu street, middelburg, ****.

Bidders that fail to submit documents indicated as compulsory will be disqualified. No awards will be made to a person who is in the service of the state if that person is not a natural person, or of which any director, manager, principal shareholder or stakeholder is a person in the service of the state and/or who is an advisor or consultant contracted with the municipality or municipal entity.

In the event that the contractor fails to achieve the contract participation goal CPG and fails to provide reasons which may be acceptable to the employer, the contractor shall be liable for a penalty as prescribed in class SCC 4. 1. 1 of section **** Special Conditions of Contract. The penalty shall be calculated as follows: Penalty = 10% of the monetary value by which the achieved monetary value CPP falls short of the target monetary value CPG (10% of CPG - CPP).

Payments of approved payment claims will be made electronically upon submission of the contractor's banking details.

A fixed penalty of R5,**** per occurrence will be deducted for non-compliance with traffic safety requirements. A time-related penalty of **** per hour will be applied for failure to rectify defects in traffic accommodation within the specified time.

The contractor is to provide and deliver samples of materials, workmanship, and finishes as described in clause **** Workmanship and Quality Control.

The closing date for submissions is 05 June 2026 at 16:00.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points will be allocated for specific goals as per PPPFA 2022.

All suppliers responding to quotations should be registered on the Central Supplier Database (CSD). Mandatory requirements include: 1. Full completion of the Bill of Quantities (BOQ) specification where applicable. 2. Attendance of compulsory site briefing where applicable. 3. Attachment of datasheet, reference letter, proof of certification, proof of accreditation, functionality requirements where applicable. 4. No RFQ will be considered from persons in the service of the state. 5. No bidder who is blacklisted by National Treasury or any national authority due to non-performance will be considered.

Attendance of a compulsory site briefing is a mandatory requirement.

Failure to include all applicable taxes on quotation will lead to disqualification. Quotations received after closing date and time will not be accepted. Quotations without brand names where required will not be accepted.
