Tenderers not meeting eligibility criteria, submitting late, or failing to submit mandatory returnables will be disqualified. late tenders will not be accepted and a tenderer that does not submit mandatory documents by or the complete information required in mandatory documents by the deadlines as stipulated in the tender returnable section of the respective invitation to tender will be deemed nonresponsive
