Water Transportation Tenders

The delivery of goods and performance of services shall be made by the supplier in accordance with the time schedule prescribed by the purchaser in the contract.

The method and conditions of payment to be made to the supplier under this contract shall be specified in SCC. Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract. This warranty shall remain valid for twelve 12 months after the goods, or any portion thereof as the case may be, have been delivered to and accepted at the final destination indicated in the contract, or for eighteen 18 months after the date of shipment from the port or place of loading in the source country, whichever period concludes earlier, unless specified otherwise in SCC.

Points for this tender even in the case of a tender for income-generating contracts shall be awarded for: a price and b specific goals. The applicable preference point system for this tender is the 80/20 preference point system.

Bidders are required to complete in full the attached form TCC 001 Application for a Tax Clearance Certificate and submit it to any SARS branch office nationally. The original tax clearance certificate must be submitted together with the bid. Failure to submit the original and valid tax clearance certificate will result in the invalidation of the bid.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.

The bid of any bidder may be rejected if that bidder, or any of its directors have: a. abused the municipality’s municipal entity’s supply chain management system or committed any improper conduct in relation to such system b. been convicted for fraud or corruption during the past five years c. willfully neglected, reneged on or failed to comply with any government, municipal or other public sector contract during the past five years or d. been listed in the register for tender defaulters in terms of section 29 of the prevention and combating of corrupt activities act no 12 of ****.

The bid notice specifies a delivery date of 14 April 2026 at 07:30 for catering services.

The bid notice states that a tender or rfq must be awarded to the tenderer who score the highest total number of points in terms of the preference point system price and specific goals unless objective criteria in terms of section 2 1f of the pppfa act no 5 of **** justify the award of the tender to another tenderer.

Bidders are required to submit responsive bids by completing all pricing and item information in line with the entire scope of work/goods/services. Failure to quote on the entire scope of work may invalidate the bid. Bidders must also ensure compliance with tax obligations and submit their unique personal identification number (PIN) issued by SARS.

The closing date for bid submissions is March 31, 2026, at 12:00 PM. Bidders should ensure electronic bid submissions are made at least a day before the closing date.

Invoicing and payment will be done monthly on all work completed in the previous months. Payment will be made within 30 calendar days after receipt of a valid and undisputed tax invoice together with supporting documentation.

The service provider warrants that for a period of 90 calendar days from acceptance of the deliverables, they will, if properly used, conform in all material respects with the requirements set out in the relevant schedule. The service provider will at its expense remedy any such non-conformance as soon as possible but in any event within 30 calendar days of notification by Transnet.

The evaluation will be based on administrative and substantive responsiveness, a minimum threshold of 80 points for technical criteria, and a price and specific goals weighted score of 80/20. Transnet may also engage in price negotiations.

Bidders must ensure tax compliance and register on the Central Supplier Database (CSD). Mandatory returnable documents include proof of vehicle ownership, proof of registration with the NBCRFI, and a certificate of attendance for the compulsory RFP briefing.

Penalties for non-compliance to the Service Level Agreement may be imposed at 10% of the invoice. Specific details regarding penalties are outlined in the contract documents.

A compulsory pre-proposal RFP briefing will be conducted on March 23, 2026, at 12:00 PM. Respondents must send an email to ***@***. *. * by March 18, 2026, before 11:00 AM for permit access.
