Tax Optimization Tenders

Bidders are invited to submit proposals for website maintenance and software updates. Mandatory documents include a valid tax clearance certificate, company registration documents, and a B-BBEE certificate. Prices must be firm and inclusive of VAT. Bids must be deposited in the quotation box by 12:00 on May 05, 2021. The contract is for a period of two months. The successful bidder will be required to fill in and sign a written contract form MBD7. The municipality will not make any award to a person or persons working for the state. The 80/20 preference point system will be applied.

The tender seeks proposals for digital platform maintenance, optimization, and support for 36 months. The evaluation process consists of three phases: prequalification, technical/functional evaluation, and price/presentation evaluation. Bidders must meet minimum thresholds in each phase. Administrative requirements include registration on the Central Supplier Database (CSD) and proof of tax compliance. Preference points are awarded based on various criteria, including black women/person/youth ownership and SME status. Bidders must submit supporting documentation for all functional requirements. The lowest acceptable tender must score 80 points for price, and other tenders which are high in price must score fewer points, on pro rata basis. The tenderer scoring the highest points will be considered for the contract. If two or more tenderers have scored equal total number of points, the contract will be awarded to the tenderer that scored the highest points for specific goals. If two or more tenderes score equal total number of points in all respects, the award will be decided by the drawing of lots. All deliveries must be accompanied by a delivery note or an invoice of an official purchase order number. Bidders should indicate the planned delivery period in days from the date an order is issued. Compliance with the Personal Information Act (POPIA) is required.

Bid closing date: 14 May 2025 at 11:00 AM. Bid responses must be submitted electronically to a dedicated platform (**** www. ***. *. *). Bid validity period: 120 days from closing date. Mandatory documents include: completed annexures (1-8), BEE commitment plan, board resolution, tax compliance, audited financial statements, CVs of key personnel, quality management system, and a detailed project plan (WBS and Gantt chart). Bidders must be tax compliant. The successful bidder will be required to start immediately after the award and complete the assignment within 36 months. The IDIC reserves the right to amend bid conditions, bid validity period, RFP specifications, or extend the bid closing date before the closing date. All amendments will be posted on the IDIC website. The IDIC reserves the right not to accept the lowest priced bid or any bid in part or in whole. The IDIC reserves the right to conduct site visits at bidders' corporate offices and/or client sites. The IDIC reserves the right to request all relevant information, agreements, and other documents to verify information supplied in the bid response. The IDIC reserves the right to consider professional conduct and experiences it had with any bidder which rendered similar services to the IDIC in the past 5 years. The IDIC reserves the right of final decision on the interpretation of its tender requirements and responses thereto. Bidders must provide full and accurate answers to the questions posed in this RFP document, and, where required explicitly state comply/not comply regarding compliance with the requirements. Bidders must substantiate their response to all questions. Failure to comply with mandatory requirements may lead to disqualification. Service providers submitting a response to this RFP for transaction advisory services acknowledge and agree that, if appointed, they shall be precluded from participating in any subsequent tenders related to the development or any other transaction involving the properties released to the market as a result of their advisory services under this RFP. All prices must be VAT inclusive and quoted in South African Rand (ZAR). Payments will be linked to specified deliverables after such deliverables have been approved by the IDIC. Payments will be made within 30 days from date of invoice. The IDIC reserves the right to consider the guidelines on consultancy rates as set out in the national treasury instruction 02 of ****: cost containment measures which took effect from 01 January ****, where relevant. The bidder must indicate if their proposed rates are in line with the provisions of the referenced national treasury instruction: cost containment measures.

Bid responses must be in English. Bidders must be tax compliant and provide written confirmation. If a bidder is a prime contractor with subcontractors, the prime contractor must hold the highest percentage allocation in terms of the contract value. Mandatory documents include a copy of the board resolution, certified ID document, tax compliance requirements, BEE commitment plan, disclosure statement, and audited financial statements (or independently reviewed statements/cashflow budget). Evaluation criteria include compliance with requirements, technical functionality (with weighting), preference point system (with weighting), and objective criteria (reputational risk, concentration risk, financial capability, past performance). Bidders must indicate compliance/non-compliance with functional requirements and substantiate their responses. All prices must be VAT inclusive. Payments will be linked to approved deliverables within 30 days of invoice. The IDC reserves the right to amend bid conditions, validity period, specifications, or extend the closing date. Bidders must ensure they are updated on any amendments via the IDC website.
